Prologue
Lio Rukario: Prologue
Arceus watches over the world mentally from his haven in the sky. A large off-white fortress shrouded in clouds, invisible to the naked eye. It changes locations when Arceus pulls it's big ass across the sky. Using large chains rapped around his body.
Arceus feels the pain, pleasure, love, hatred, fear, courage, happiness, and sadness of all beings in the world below. However. If something chaotic happens in the world, Arcues may or may not intervene, for he and all legendary pokemon are bound by the rules and regulations of the legendary pact.
A long list of laws created and signed by all legendary pokemon to govern their own actions, to prevent unlawful acts amongst the strongest beings in the world. If Any law of the legendary pact is broken, the convicted will be expelled to solitary confinement, and sealed. Restrained underground, for hundreds of years at a time without hope of release. A power imputed into the legendary pact by every legendary pokemon will automatically seal any lawbreaker among them.
The legendary pact has over one hundred different laws created to keep the peace. However. Some legendary pokemon try to find ways around the pact. Ways to commit crimes that suite their own twisted agenda.
At this time, a legendary pokemon is fueling a dark power into other non legendary pokemon. Causing them to become violent, powerful and bloodthirsty. No rule of the pact is set to prevent his actions, and so he continues doing what he sees fit without breaking the law. The all knowing legendary pokemon Arceus is at a boiling point, and he's seen more than he can handle.

"This has gone on long enough! I can't just sit here and let this happen!" Yells the enraged god pokemon Arceus, prepared to lunge off of his fortress. Ready to fight with his fellow legendary.
"Arceus, please calm down! I know how you feel, really! But you can't break the legendary pact! Legendarys cannot fight amongst each other!" Yells the worried legendary pokemon Mew. Trying to calm her larger friend down. Arceus looks off of one of the many balconies of his large sky fortress, glaring angrily into the clouds below.
"But what will I do Mew? I can't just sit here idly doing nothing, while those delinquents kill innocent people and pokemon." Arceus closes his eyes, anger clouding his mind, stopping him from thinking clearly. He contemplates his next action. To protect, or turn a blind eye for his own sake. If he breaks the rules he's set in place, he would leave the fate of the world to the other legendarys while he serves a sentence fitting his crime.
On the other hand if he leaves things as they are, the senseless destruction and killings will continue. Angering him further to a point he wont be able to sit with. What's a god to do?
"Arceus, your a god... I'm sure you'll find a way to solve this. Just take some time out and think." Says Mew, trying to calm the god pokemon further.
Arceus watches in anger, as a group of pokemon, aided by his fellow legendary, kill one another in a bloodthirsty rampage. Mew watches Arceus' helplessness, hoping he can find a peaceful solution that doesn't involve him getting sealed away.
"Why did we create that damned pact? It althows 'HIM' to fuel the dormant powers of those seeking revenge, all while keeping them coming back for more. He's getting them addicted, and they do his biding in return for more power." Arceus begins pacing back and forth on the balcony, going over the events unfolding before him.
"What is his plan? Is he trying to make me angry so I'll have no choice but to act or watch heplessly? He'd be able to move into the position of god once if I'm sealed away for breaking the pact." Arceus continues pacing, while Mew follows nearby.
"If that's the case then I'll use the same method. If the rules of the pact can be used against me, than it can be used against him as well."
"Arceus what do you mean?" Asks Mew, still hovering along side the pacing Arceus. Suddenly he stops moving, turning to face Mew.
"We need a fighter... If he manipulates them to fight for him using dark power, then I'll show them that darkness isn't the most powerful force there is."
"You don't mean..."
"Yes. It's been a very long time, but this is becoming hectic and we need to nip this problem before it grows out of control. I'm going to recruit a new guardian of Arceus. Someone who can silence this new threat. Destroy this ruthless organized killing syndicate, and return peace to this world." Says Arceus, now walking inside. Mew follows him inside off the balcony.
"Nyah! That's my Ar-see! I knew you'd come up with something! Shall I make the preparations sir?" Asks Mew, floating alongside Arceus, as they continue further inside the fortress.
"No need, I think I just found my chosen one." Says Arceus.
"Really? What pokemon is it?" Asks Mew, canting her head to the side quizzically.
Arceus smiles. "Who said I was choosing a pokemon?" A large red steel door in front of them opens on its own as they approach.
"Your choosing a human?" Asks Mew stunned that he isn't picking a powerful pokemon for the guardian position.
"Indeed I am..." Arceus and Mew walk into a large, tall room, resembling a church hall, with the exception of a large king like thrown on the wall opposite the large red door they walked through.
"How is a human going to combat an organization of bloodthirsty, buffed up pokemon? Especially when their leader is a legendary pokemon?" Mew asks.
"Oh... I have my ways..." Says Arceus, much to the excitement of the small pink legendary.
"Nyah! How exciting! I can't wait to see how this plays out." Said Mew.

Later Arceus and Mew are sitting in his thrown room. Arceus is looking out to the sky through one of the large arced windows along the side of the room. Mew flys in circles around the room, foating around the hanging chandeliers as she goes.
"Mew?" Arceus speaks, his deep voice catching her attention. She stops her joyous flight and answers. "Yes Arceus?"
"I've given this much thought and it may sound strange at first, but I'll fill you in on the details at another time... I want you to watch over a human for me. He is someone very vital to my plans."
"Is he your chosen one?" Mew asks.
"Perhaps... I do feel a great power within him. However... I'm not sure if he'll be the same once I release this power. After all, power leads to corruption, and his power is very great indeed. We'll have a bigger mess to clean if my chosen one goes rouge." Arceus explains.
"What will you have me do?" Asks Mew.
"Nothing too tedious. Just watch over him. Long enough for him to show his resolve. I will base my decision on his actions." Says Arceus.
"So you can trust him, not knowing his background or even what this... great power is? And how do you know he'll join your cause?"
"Well out of the few guardians to be I've had in mind, he is the only nonviolent one. I can sense his kindness and love. The rest are either too currupt, or too greedy to be given the guardian title. Not only that but being human means he is also able to become a pokemon trainer. He can recruit strong pokemon to assist him, where as a pokemon would have a harder time. He has great potential to succeed against most odds, and I suspect he'll join us if he understands our situation." Says Arceus smiling happily.
"Nyah! It sounds like you know him already!" Says Mew excitedly.
"I wouldn't be sending you if i didn't. Now, make the preparations. I want everyone on hand to be prepared for the worst."
"Yes sir!" Says Mew, as she bows while hovering in the air.
"And Mew... I know how you get around kindhearted beings. Try not to be to rough on him." Says Arceus canting his brow.
"No promises Arc-see!" Says Mew, before she flies off into the fortress to tell the others the news.

A few hours later, it's night time. Mew and Arceus are on the highest level of the fortress. In the watch room. A large room with see threw walls and a large hole in the ceiling for quick projectile attacks.
"Your objective is to meet Lio Rukario, and watch over him with the utmost care. He lives in the western section of Eterna forest at the end of a small town road. His house is secluded from most locations nearby so your actions should go unnoticed by all if you sneak in during the early morning hours. If you have no questions, than off you go." Arceus orders.
"Got it! I'm heading out!" Mew prepares to fly off to her destination, until Arceus stops her breifly.
"Oh wait, I shouldn't have to remind you of the legendary pact, correct?" Arceus asks.
"I know, I know... I'm not going to break any rules! What trouble could I possibly get in from watching over a human?" Asks Mew.
"Lots actually... Just stick to the pact with every action you make. The last thing I want is you getting yourself sealed underground for breaking the pact like Darkrai."
"Y-yes sir... I'm off." Mew's body begins glowing a pink hue, as she releases an orb like shield around herself. After forming this orb, she floats out threw the hole in the ceiling. Flying away from the fortress at a high rate of speed. Going from Arceus' sky fortress to Sinnoh, Eterna Forest. Where she will meet up with Lio Rucario
Even I don't know whats to come now. One of the legendarys is leading a savage pokemon group. And I cant lift a finger against him, less I break the legendary pact rule one. (Legendary pokemon shalt not combat ones brethren. Less they wish to face complete isolation) My last choice is to send a non legendary to crumble they're organization. Even if he is human, I believe he can find a way to do it. I've played my best card. Now let's see what my new, guardian to be, is capable of...
