In the magic rich world of Crystalis in the mightiest city-state in the world, Eon, a council of 12 Umbreons and 1 Espeon rule as the Council that decides all that goes on in the city. So Arcanus set up a serious tournament in the mightiest arena in Eon, the Za'Dreen. Eeveelutions of all sorts fought for the right to rule their city but in the end a number of extremely powerful Umbreons took the gold and of these Arcanus selected the finest leaders. Seeing the perfect opportunity, as he knew would come to pass, Arcanus divided the city-state into 4 districts following the compass rose and gave each of them 1 head Justice and 2 subordinate Justices. These Justices were sworn to uphold the law and the honor of Eon and the might of the warrior at ALL times and ANY corruption within their rank would cause the immediate removal of the source without warning. These mighty Justices not only ran the city-state but also decided court cases, especially the subordinates, and made sure that there was next to no crime anywhere in the city. Unlike some more modern civilizations and the hyoomans across the sea they outlawed slavery completely in any form deeming the submission of one's free will to be one of the highest crimes against all of creation that could possibly be committed and the penalty for violation was often a horribly painful death.

Among all Districts North and South were the most popular among most citizens and especially Umbreons. North District was the District that had the "Hole in the Wall" or the main gate into Eon's well guarded core and the ever famed Za'Dreen where only the best of the best fought. South District was home to a lot of Vaporeons and Espeons and the Cryogen Arena, which was known for having some of the wildest battlefield augmentation abilities. Moreover the South District was home to Umbreona Dark the most sought after Bree Doe alive save maybe Umbre'el. Among south District's subordinate Justices were one Fang GoldRing a rather uppity and vicious Doe who always seemed to have something to prove, and Nox Midnight a handsome well toned Buck who seemed quiet, almost shy, but was very professional on the job and got things well taken care of.

Nox was a top contender in the Za'Dreen and had a reputation for never giving up, even when he was obviously out classed. His bitter determination to win a fight no matter how he suffered was regarded by his fellow Umbreon as a badge of extreme honor and he was well reputed for it. His presence was not as commanding as many of the Justices and among them he could slip in and out of society without causing a ripple. Many called him the true "Shadow of the Council" because of his uncanny ability to slip in and out of a crowd like a ghost. However, this left him with one other unfortunate distinction...that of the least laid of all the Justices in Eon. This was especially hard on him considering he utterly adored his head Justice Umbreona and even Fang was a horrible tease for him but he had a bad habit of turning to mush when trying to proposition a strong sexy female. Before he could leave for the day Nox had to report in to Umbreona and give her his finished work and so with this in mind he headed out to her office. Umbreona's office was no more lavish than his own, sporting the same ebony desk, black velvet carpet, and moon stone lamps, but it did have a bit more filing space as she was expected to keep all the records. This was the part he hated the most though for reasons that would smack him in the face, or the crotch, yet again.

The massive pillars that held it up at the entrance were easily a meter thick and the whole affair left one feeling small and insignificant in comparison. The walls were a beautiful sky blue, while the thick, soft carpet and plushly upholstered furniture were of a rich dark sea blue, giving the person entering the vague impression that they were staring out over the ocean with a clear sunny sky. A wooden desk sat in the corner opposite the wall, with just a bit of space for the slim Espeon to sit behind it, when she chose to. Most of the time, she seemed to prefer her armchair, which almost seemed to hug and surround her when she sat in it. The armchair was a part of an arrangement in the middle of the room.
