If you plan on scripting, I assume you should get the plugins for the language you want to script in. A plugin for Ruby doesn't help if you want to script in Python...
If you're asking which language is best (i.e. you aren't already really comfortable with any one of them over the others), I'm not sure if scripting is the right path forward for you.

but x chat gives me four scripting plugins perl,python,ruby and tcl and i dont know if i should get them all or just a spicific one.
Oh, I think I see what you mean. X-Chat is giving you these plugins to use, and you don't know if you should use them to use the IRC, right? Well, you don't need plugins if you just want to chat - unless you're getting a translator plugin. Then, I can't help you, I'm afraid ^^;
