I know new bamboo tablets run for about $80, dunno about used ones. You don't have to draw traditionally to get into digital tablet drawing (I started on tablets, and they're soo much better than a mouse).
Tablet pads run you around $200 for a good one (such as Bamboo Fun).
Personally I can't wrap my head around how people can use those things with precision, I've always needed to see where I'm drawing while I'm drawing, meaning I personally need a tablet screen.
As far as tablet screens go, they're not cheap, but if you can afford around $500, get an iPad (3rd Gen, 4th Gen, or Mini, not 1st or 2nd Gen) and an Adonit Jot Touch, as well as a compatible app on the iPad such as Procreate. I'm working miracles with this thing despite needing to adapt to it at first. The Adonit Jot Touch pretty much turns an iPad into a wacom tablet with screen, the digitizer being in the stylus itself.

It does take some getting used to, but it's certainly a better option than a mouse if your budget prohibits >$100. Admittedly, I did start off on a tablet PC before transitioning to an external tablet pad, so I can see your concern.
I dabbled here and there, but i want to try to br more serious.
And hatch the hand eye thing with te table to screen really is a simple matter of training your hand and brain to work slightly diffrently. Its how i was able to learn how to paint with my feet X3
Giving the advice to use an Intuos is one of the most stupid things I´ve ever heard/read. Definitely, that´s shitty idea. The Intuos tablet series are usually for artists/graphic designers with a little more experience or professional niveau. Besides Intuos tablets are way too expensive than wasting the money for them if you notice you can´t handle digital art that good. My advice: start training with a cheaper tablet like the Bamboo series or any equal of them. They are available for about 80-100$. And if you can´t buy them by yourself: Birthday, Easter, Christmas or any other fuck where you get free gifts from your family. And then, when you got some experiences with your cheaper tablet and you see, you have a lot of fun with digital painting and you want to become a more professional artist, THEN you can go and buy a higher classed tablet like the Intuos.
I, myself has started with a simple and small sized Wacom Bamboo fun for about 7 years ago. Now I use a Cintiq tablet for a fucking lot of money. AND I USE MY BAMBOO FUN FROM TIME TO TIME TOO!
As drawing programms I would say you can use Paint Tool Sai. It is cheap and really easy to handle. And it has a lots of very nice textures/brushes for superawesome effects. AND IT DOES VECTOR ART SIMPLE AS FUCK!!! ... but gimp is quite good too. And it´s free.

I'm running a windows 8 OS on a laptop with a Icore3 processer so i can run a good few things at once.
Any ideas on a simple drawing pad thing...like a USB plug-in device and a matching art program for a novice?

If you're dabbling, a cheap Monoprice or a second-hand Graphire or Bamboo anything.
Any software (even MS Paint) works at entry-level, although some are more convenient than others. Paint Tool Sai is popular these days.
Have you been drawing IRL? If not, a tablet won't help much.

I started off using photoshop elements and then got a cracked version of photoshop cs6 by exploiting an issue with the trail version
It shouldn't take too long to get used to tablet drawing. It only took me a few days if I recall.
